If it is a Telemarketer then, most likely, they have an automated dialer. I'm pretty sure that using one is illegal though. To stop these unwanted calls you can always register with the DO NOT CALL Registry at www.donotcall.gov
If it is not a telemarketer then maybe you gave your number to someone who gave someone else your number? that's happened to me a few times. Also be sure it's not displayed on any online profiles you might have. :) I believe if you contact your service provided, then they can block certain numbers for you.

*Oh, check with your parents or other family members. I work with a recovering drug addict and for a long time, everytime she turned around, people from her past and would rather not see kept calling her. It was driving her crazy, she couldn't figure out how they were getting her unlisted #'s (she changed it a few times). Turns out, it was her mother the whole time. These people would call her moms phone#, which hasn't changed in 25 years and her mother would give anybody that asked for it her cell #!
